Was Gandhi stealing salt from the british gov't. or was he simply breaking the law, which gave the british the exclusive right to produce salt?

In my opinion, I think that the british is unfair if they are the only ones who can sell salt. I think Gandhi broke the law for a good reason because it is unfair by the british.
